Put the bulb in the lamp. Plug lamp in electric wall socket. Turn on lamp switch. Bulb charges while lamp is turned on. When power goes out the charged bulb comes on automatically. Simple.
You don’t need another lamp plugged into the same outlet. You can have anything plugged into the circuit. Like a radio or a phone charger.

That is tricky to need to have a second bulb plugged into the same circuit. I guess it does not even have to be a second bulb, just a load

Does shutting the breaker actually simulate a power outage ? I thought those bulbs can detect a real power outage vs a switched control ? What happens if the switch is OFF when the power outage occurs ? Will it still work ?
So if I put a emergency bulb in a socket it may or may not work. It depends on if another light source is on the same circuit as my light.
